If he stats on me (which I think he does), he will view me as a nit-TAG (COULD be key to this hand, not sure). I was getting ready to value bet the river, until....

I'd reraise pre-flop most of the time. I definitely bet that flop if he checks it to me. If he calls I'm shutting down, but I'll take it a fair amount of the time I think against someone with those stats.
I'd check that turn - keep the pot smaller. You've already showed weakness twice and there are a large number of cards (any spade, any 3/4/8/9/T) that give him (or you) a big bluffing opportunity on the river.
