But that isn't implied in the question. The question is worded, in my opinion, in such a way that the thrust from the engines will force the plane forwards, but the forward momentum is transferred, courtesy of the wheels, onto the rolling road therefore providing an equal amount of momentum onto the rolling road.
In real life this obviously won't be the case, but the question, which sounds as though it's been taken from a GCSE physics exam, would presume perfectly balanced forces and counter-forces.
